NAIROBI, Kenya, Nov 8 – Amani National Congress leader Musalia Mudavadi says devolution is not being implemented appropriately.

According to Mudavadi, devolved governments are struggling to get financial allocations while national authorities are still being established when they should be set up in the counties.

“The Youth Fund and the Uwezo Fund do not require a national authority as they can be channelled through county governments as they are the ones who can best address them. For instance, the County Government in Isiolo would be at a better position to address the problems of the youth at that level better than the national government would,” he said.

Mudavadi further explained that by doing so, the government would be able to implement devolution and curb corruption challenges it faces at county levels.

“You go around the country and realize that people are still struggling because they cannot address these funds. You cannot keep creating positions in Nairobi and expect them to work on the ground,” he added when speaking at Breakthrough International Ministries Church in Embakasi Central.

Chairman of the Council of Governors Peter Munya has in the recent past accused the national government of sabotage.

He lamented that development projects in various counties had stalled due to lack of funds needs to pay suppliers. He added that counties were unable of providing adequate health care due to lack of money in their accounts to purchase medicine.

Mudavadi’s attendance at the Church Service was part of the promotion of his newly registered party.

Mudavadi is seeking to entrench ANC in Nairobi. He has in the past toured the Coast, Nakuru and Eldoret and engaged people at the grassroots levels with meeting with community leaders.
