NAIROBI, Kenya, Nov 25 – The Senate Public Accounts Committee has written to the Director of Public Prosecutions Keriako Tobiko to compel Kakamega Governor Wycliffe Oparanya to appear before the committee after he failed to heed their summons to appear.

Committee Chairman Boni Khalwale says despite three invitations, the Governor had declined to appear resulting in the summons which he has also refused to honour and now wants him ‘frog marched’ to Parliament.

“The Governor should be given an opportunity to explain why he did not honour the summons, he be frog marched to this committee to give evidence or if the DPP so chooses then he be charged for contempt of court,” said Khalwale.

Khalwale was angered by the fact that other governors who had declined to honour invitations to appear before the committee had heeded to the summons yet the Kakamega Governor was yet to do the same.

Despite the Governor having insisted that he has not defied the summons, he has accused the Senate of witch hunt saying he is not an accounting officer and cannot respond to some of the questions in the audit report.

He has previously stated that until the County Assembly reviews the ‘incomplete’ audit report, he had no business appearing before the Senate.

Governor Oparanya and Senator Boni Khalwale are sworn rivals as Khalwale is said to be eyeing the governor’s seat come 2017.

The committee is expected to give a progress report on the matter Wednesday.
