Kenyatta said the changes which included increasing the number of Ministries to 20 from 19 would give the Jubilee government’s development agenda ‘fresh impetus’.
Among the new nominees were Kericho Senator Chares Keter to Energy and Petroleum , Malindi MP Dan Kazungu to Mining, Willy Bett to Agriculture, Cleophas Mailu to Health, Mwangi Kiunjuri to Devolution and newly created Ministry of Public Service where Sicily Kariuki was nominated.
Re-organizations within the existing Cabinet saw former Education CS Jacob Kaimenyi moved to the Lands docket while former ICT CS Fred Matiang’i takes up the Education Ministry.
Former Mining MP Najib Balala was appointed to Tourism a position he held during the reign of the grand coalition government.
Acting Transport CS James Macharia who was the Health CS has now been tasked to take up the Cabinet secretary position.
In his address, Kenyatta said he was proud to be the first President to oversee the full implementation of the Constitution and he was keen to ensure this was successful.
He admitted that the past two years have been full of challenges but insisted his bid was to ensure the development agenda of the Jubilee government was delivered.
“The changes are expected to achieve four principle objectives; to enhance the efficiency of the public service, to ensure accountability of public officials in the discharge of their mandate, to guarantee the accessibility of public officers to those that they serve and review the effectiveness of government projects and programs for public good,” said the President.
The nominees will now wait vetting by the National Assembly which President Uhuru Kenyatta has urged to expedite the process to ensure the voids in most of the Ministry are filled.
“I am requesting the National Assembly to fast track vetting so that my team and I can get down to work as soon as possible,” he added.
Last Saturday, Devolution Cabinet Secretary Anne Waiguru resigned citing health concerns. Her ministry was dogged with corruption accusations following the loss of Sh791 million.
Some dockets which the President said were ‘far reaching’ were reduced and their mandates cut down to ensure the Cabinet Secretaries perform their duties effectively.
The government will also do a social audit of all the programs to ensure they are tailor – made to suit the needs of the public.
All the Cabinet Secretaries facing corruption charges were dropped.
He stated that the Executive office of the President would soon be overhauled.
