NAIROBI, Kenya, Oct 29 – Nandi Hills MP Alfred Keter has re-submitted his petition proposing the impeachment of Devolution Cabinet Secretary Anne Waiguru to the Speaker of the National Assembly after he attained the support of 90 Members of Parliament.

Keter who was accompanied by Kitutu Masaba MP Timothy Bosire said he hopes he will be allowed to prosecute the motion when the House resumes sittings in November after a short recess.

“We managed to raise 10 more signatures and we took it yesterday to the Speaker,” he told journalists on Thursday.

The first time MP initially suffered a setback after House Speaker Justin Muturi declined to approve the motion citing 80 signatures instead of the required 88 MPs.

Some 97 MPs had earlier supported the motion but 17 lawmakers withdrew their support.

Keter told the news conference that he will not succumb to intimidation, blackmail and bribery aimed at getting him to drop the motion insisting that he is “fighting for the people.”

Keter has of late drawn the ire of his coalition leaders led by Deputy President William Ruto who ordered him to stop being misused by the Opposition to destabilise the government and instead seek their guidance on issues of national importance.

But Keter has downplayed the claim saying that his motion is in line with President Uhuru Kenyatta’s speech when he addressed a joint sitting of Parliament in April where he challenged MPs to play their part in the war against corruption.

In his motion, Keter said Waiguru should be impeached over gross violation of the Constitution and the mismanagement of the NYS leading to loss of public funds and financial irregularities.

“I want to say that there are fresh allegations, that are topping up the grounds for her removal and one of it is the issues touching on resettlement of IDPs. In some cases IDPs were paid Sh200,000 and in some cases others were paid Sh400,000 and they built a house. We understand in some cases they were given Sh10,000 and others were not paid at all. So they are issues to do with discrimination, issues to do with Youth Fund whose CEO is currently under suspension for serious allegations of graft,” he said.

Keter added: “There are issues to do with the Huduma Centres, where for instance in Nyamira they said they were building a fresh office for Sh40 million and in reality they renovated at a cost of less than for Sh5 million and the contractor was paid Sh40 million. All the Huduma Centres, out of the 23 centres all of them have issues.”

House Standing Orders require that in the event there is no threshold for the motion, the member or any member of the public pursuing the matter must be officially notified and its details expunged from the record of the House.
