NAIROBI, Kenya, Sep 16 – CORD leader Raila Odinga says he has nothing personal against Devolution Cabinet Secretary Anne Waiguru who is at the centre of a scandal at the National Youth Service.

Speaking during a breakfast meeting with editors on Wednesday morning, Odinga stated that his principal concern was accountability for the money lost through the scandal.

Odinga insisted that Waiguru as the CS in charge of the NYS project should take full responsibility in accounting or the money lost at the institution.

“The Cabinet Secretary and I have nothing personal. Madam Anne Waiguru was involved in a cover up and conspiracy to subvert the course of justice. Then she came and stood before the media and said with a straight face and said that no money was lost. The Director of Criminal Investigations has since confirmed that a lot of money was lost,” he said.

The CORD leader dared Waiguru to sue him, saying it will give her a chance to explain to Kenyans her alleged role in the scandal that has cost tax payers hundreds of millions of shillings.

“The question then is, what was her interest in misleading the Kenyan public; What is the relationship between the Cabinet Secretary and these NYS deals? What is her relationship with the culprits. The Cabinet Secretary appointed Mr Adan Harakhe as Deputy Director General of NYS then took authority to incur expenses from the Director Mr Nelson Githinji the head of NYS,” he stated.

He pointed out the suspicious way in which the loss of funds was being handled.

“That AIE (Authority to Incur Expenditure) is what was used to steal the money. Is this an innocent coincidence? Look at it this way, she says that she nipped it in the bud, she informed the CID to come and investigate. The CID have come and investigated. If thieves come into your house and have stolen property and you go to the police and report the theft, the police carry out investigations and arrest the thief,” he stated.

He indicated that once the funds were confirmed to be missing, the police should have taken over by arresting and charging the culprits instead of reporting back to the Devolution CS.

“Do the police bring the thief back to you or even the report? They take the thief to court and charge them. Why did the CID take the report back to Waiguru? Why did they not arrest the culprits and take them to court and charge them? Ask yourself. It was not the CID reporting the theft. It was the same Waiguru who was calling the media to say these are the steps we have taken at a time when these people should have already been in court,” he stated.

Waiguru sent a demand letter to Odinga on Tuesday seeking an unconditional apology for remarks linking her to the loss of money at the NYS.

Waiguru wants Odinga to admit liability and apologise failure to which she will file a defamation suit against the former Prime Minister.
