Sh1bn row opens up new Senate, National Assembly battle

Bungoma Senator Moses Wetangula who seconded the motion also expressed displeasure at the manner in which Musyimi conducted himself throughout the process of mediation to the debate on the report by the committee, claiming that he had even side-stepped his colleagues at the mediation committee and led the war in fighting the senate and other independent institutions.

“This House is not seeking favours; this House is not seeking sympathy… this House is fighting to defend the Constitution of Kenya. You cannot allocate Sh283 billion to the counties and refuse to allocate Sh1 billion to oversight the money, “stated Wetangula.

“The National Assembly has the responsibility to act above board on every matter,”

Wetangula called for unity irrespective of political affiliation to ensure the senate fights for its place so as to protect devolution.

“These turf wars are not good for this country…when a dog barks look for the owner, (Majority Leader Aden) Duale and Musyimi have owners, they are not just barking,” he quipped.

Wetangula further dispelled the notion that the monies allocated to the oversight kitty were meant to be used for campaigns as claimed by the lower House saying there was a proper structure on how it was going to be used.

“We have sat with the Parliamentary Director of Budget and we have established how this money would be used,” he said.

The Senators further threatened to lobby and ensure the Constituency Development fund (CDF) usually managed by Members of the National Assembly goes to counties.

Wetangula said since the courts had ruled that CDF was unconstitutional and would require the concurrence of the Senate before it was reinstated, the Senate would ensure that even as MPs plot to rename CDF it remained under their control.

“Since they decided the Senate cannot have a small fund, we will either a fund for all or a fund for none,” warned Wetangula.

The Senate was called for a special sitting to debate the issue which has been seen to escalate the supremacy wars between the two houses and which also threatened to cause a financial crisis following the stalemate over the Division of Revenue Bill.
