NAIROBI, Kenya, Jun 1 – Nairobi Governor Evans Kidero has challenged the National Assembly to pass the Division of Revenue Bill during a special sitting slated for Wednesday.

Speaking during the 52nd Madaraka Day celebrations at the Nyayo National Stadium, Kidero appealed to the MPs to put aside political differences to ensure citizens fully reap the benefits of devolution.

The Nairobi Governor noted that there is no need for the constant wrangles between the Senate and National Assembly on revenue allocation and asked the two Houses to reach a consensus.

“We must minimize conflict in all areas, we would like to urge that on Wednesday when MPs meet they should put whatever apprehensions they have aside and pass the Bill for that the counties can have money to spend,” Kidero pleaded.

He questioned the intentions of the National Assembly to deny Kenyans the ability to access better healthcare saying the money was necessary to ensure better delivery of services.

“In two years we are happy to note that devolution is a resounding success; lives have been changed because of it,” Kidero added.

The Senate on Thursday approved the mediated version of the Division of Revenue Bill after the National Assembly gave in to their demands to increase the allocation to counties by Sh3.3 billion bringing the total shareable revenue to Sh287 billion.

National Assembly Majority Leader Aden Duale has however led the Jubilee Coalition legislators in declaring that it would shoot down the Bill.

The Bill plays a critical role in the budget-making process at both the National and County Governments and if the Bill is not passed by both Houses as per the law, the planning will be greatly affected.

The County Allocation of Revenue Bill cannot also not be passed by the Senate since its approval is based on the Division of Revenue Act.
