Committee rejects Juma nomination over ‘inaccessibility’

NAIROBI, Kenya, Jun 10 – The National Assembly Committee on Administration and National Security has rejected the nomination of Monica Juma for the position of Secretary to the Cabinet.

Committee Chairman Asman Kamama explained their recommendation is based on the fact that Juma displayed arrogance and insensitivity to the needs and concerns of the public and their elected leaders.

“The nominee lacked demonstrable passion to serve the public and their elected leaders,” the committee said.

The committee noted a letter she wrote to the two Clerks of Parliament which they termed was in bad faith and aimed at denying MPs access to a public office.

“The letter written by the nominee contravened the spirit of Article 1 of the Constitution of Kenya which provides that the sovereign power belongs to the people of the Kenya and shall be exercised through their democratically elected representatives. By denying elected representatives access to a public office, the nominee is denying Kenyans a chance to exercise their sovereign authority and is a breach of Article 2(1) of the Constitution,” the committee said its report.

In the letter which was produced during her approval sitting on Tuesday, Juma wrote complaining about frequent MPs’ visits to her office.

But, Majority Leader Aden Duale remained defiant that the House will overturn the committee’s recommendation.

“This is very exciting and hot for some of us, but no problem we will find a way of handling it… that is why we are in leadership,” he said as he began lobbying Opposition and Jubilee Coalition MPs.

The committee however noted that Monica has never been implicated in any known scandal in her official capacity.

“The candidate exhibited impressive knowledge of topical issues especially those touching on security and public policy,” read the committee recommendation.

Kamama cited that management of high expectations arising from the 2010 Constitution was the biggest challenge Juma is likely to face.

“The nominee recounted her experience serving as the Interior PS. She noted how changes brought about by the Constitution had created uncertainty how changes brought about by the Constitution and consequently lowered morale in the police service, “the committee said.

Before her nomination to take over from Francis Kimemia, Juma served as the Defence Principal Secretary and was later moved to the Interior docket in the same capacity.
