The Bomet Governor termed the loss of his daughter as a painful reminder of the value of affordable healthcare stating that her death revitalized his zealous call for reforms in the healthcare department.
He took issue with the fact that the Governors’ representatives were barred from obtaining visas to attend the World Health Organisation meeting in Geneva despite health being a devolved function.
Mvurya who retained the position of Vice Chairman said he would be the bridge between the current leadership to keep them abreast on the on goings in the council while also expressing confidence that the current stalemate in revenue sharing would be resolved.
Also present at the handover was Chief Justice Willy Mutunga who called on County governments to come with traditional courts to help reduce the backlog of cases in the other regional courts.
The event also saw US Ambassador Robert Godec, M-PESA Foundation Executive Director Les Bailie, Deputy Speaker Kembi Gitura and other development partners attend the event held in a Nairobi hotel.
The council provides a forum for consultation amongst county governments; sharing of information on the performance of the counties in the execution of their functions with the objective of learning and promotion of best practice and where necessary, initiating preventive or corrective action; dispute resolution between counties.
The council involving the 47 county heads also has the mandate of considering matters of common interest to county governments, facilitating capacity building for governors and receiving reports and monitoring the implementation of inter-county agreements on inter-county projects.
It also considers matters referred to the council by a member of the public; consideration of reports from other intergovernmental forums on matters affecting national and county interests or relating to the performance of counties.
