NAIROBI, Kenya, Apr 27 – President Uhuru Kenyatta has made 302 new appointments to 79 parastatals in line with the Mwongozo guidelines released in March.

The appointees’ names, designations and tenure are contained in a special gazette notice published on Monday.

According to State House Spokesperson Manoah Esipisu, 31 percent of those appointed are women, youth and persons with disabilities.

“Women, youth and persons with disabilities will comprise a significant share of the appointments once the exercise is concluded – higher than at any other time in our history,” he stated when announcing the appointments.

He said the appointments would also reflect the diversity of the 47 counties and that those appointed would be required to publicly commit to the fight against graft.

“In making the appointments, the administration has tapped into the wisdom, experience and knowledge of our senior citizens, while embracing the energy, enthusiasm and innovation of our young people,” he said.

In March while announcing the receipt of the Mwongozo guidelines from the committee charged with implementing the recommendations of the taskforce on parastatal reforms, Esipisu said President Kenyatta would soon begin filling vacancies in parastatals.

“It gives criteria for appointments and reappointments to boards as well as removals, rewards and sanctions and performance management,” he said of the guidelines meant to streamline the running of parastatals.

Mwongozo also stipulates that parastatal boards should be composed of between seven and nine members and that at least one of them be qualified in financial management.

“Meaning that he or she is a bona-fide member of a professional body regulating the accountancy profession,” the guidelines stipulate.

They also require that at least a third of the board members be “independent” meaning they don’t work for the national or county governments and are not suppliers of the state corporation to which they’ve been appointed.

Their length of service is also restricted to six years on re-appointment.
