Council of Governors Chairman Isaac Ruto (Bomet) welcomed the proposals saying they were willing to partner with them and facilitate the institutions so that their work is made easier/CFM
The agreement was reached during a meeting convened by the M-Pesa Foundation where its Executive Director Les Baillie urged the other foundations to identify areas of weaknesses in the 47 counties and work with the leadership to improve those sectors.
“The mechanisms of working with the counties will be a two way thing – after working closely with Samburu we are starting to understand that there is a specific way of working and once you understand that things can move very quickly,” said Baillie.
He urged the foundations to select one initiative each from health, education and empowerment which will be jointly implemented to ensure sustainable development.
“There can be no better way to develop as a nation than through partnerships. This is why today we are seeing many partnerships between Public-Private and Private-Private as we all strive to grow our country,” said Baillie
“Through strategic partnerships, we can achieve more than we aspire to when each of us works independently.”

“As county governments, we are committed to creating the right environment for partnerships. It is critical that the public and private sectors accelerate their efforts to work together to meet the challenges facing our country,” he stated.
Where counties were urged to set up transparent, accountable and effective service delivery systems to restore confidence following concerns that the County leadership and staff were embezzling funds Ruto noted the concerns but blamed the lack of sufficient knowledge on public finance management by County staff.
“Remember our staff are still leaning, no one else has been doing those jobs, sometimes we struggle with our public service boards when they want to send away staff for lack of experience – we must actually commend them for trying – but we want to work with you so that we also know what your expectations are,” stated Ruto.
Council of Governors Vice Chairman Salim Mvurya (Kwale) who was also present noted the importance of the partnership between counties and other institutions saying this would enhance the success of devolution, which just celebrated its second year.
“With your support, county governments will be able to promote inclusive development and ensure that economic growth is felt in all parts of the country,” said Mvurya.
