Inter-governmental committee formed to succeed TA

NAIROBI, Kenya, Mar 4 – A new committee was on Wednesday unveiled to replace the Transition Authority (TA) which will be dissolved in a year’s time.

The new outfit will be known as the Inter-Governmental Relations Technical Committee which will be chaired by former Education Permanent Secretary Karega Mutahi.

The 10-member committee was inaugurated by Devolution Cabinet Secretary Anne Waiguru who says the members were chosen through a collaborative initiative with the Council of Governors.

Waiguru said the committee will be mandated to carry on the day-to-day administration activities of the County Government Co-ordinating Summit and of the Council of Governors.

“The technical committee’s role is to facilitate and co-ordinate the transition to the devolved system of government as provided under section 15 of the Sixth Schedule to the Constitution,” Waiguru stated.

The committee will also take over the residual functions of the transition entity established under the new constitution relating to transition to devolved government after dissolution of TA.

Article 6(2) of the constitution provides that governments at both levels though distinct, are inter-dependent and shall conduct their mutual relations on the basis of consultation and cooperation.

The cabinet secretary further pointed out that, “the Intergovernmental Relations Act, 2012 establishes the National and County Government Co-ordinating Summit as the apex body for intergovernmental relations.”

“It is through this body that both levels of government are expected to consult and co-operate in their activities. The Act further establishes the Council of Governors as a forum for consultations and co-operation amongst the county governments.”

During the launch, there were no representative from the Transition Authority and the Council of Governors but the Cabinet Secretary said there were all in agreement with appointment of the committee.

She allayed fears that there could be disagreements over the matter.

The County Government Co-ordinating Summit consists of the President, the Devolution Cabinet Secretary and the 47 Governors.

The Transition Authority was charged with auditing of assets and debts of local authorities, tallying of staff of both central and local authorities, educate the public on county governments, prepare county profiles, classify which town is a city and municipality and assist new county officials to draw budgets.

It also trained county officials in their new duties, transfer functions originally done by national government authorities, review the performance of each county government and report its evaluation to the Commission for the Implementation of the Constitution and that of Revenue Allocation.

The authority was also required every three months to submit a progress report to the President, Parliament, the Commission for Implementation of the Constitution and Commission on Revenue Allocation.
