7 Anglo Leasing suspects paraded in the dock

“(They) initiated procurement of VSAT products without following the laid down procurement procedures, an arbitrary act prejudicial to the rights of the Government of Kenya,” the charge sheet reads.

Mwiraria, Mwangi, Magari and Onyonka stand accused for two deals executed between 2003 and 2004, one of which is to do with the Euros 40 million supplier’s credit contract agreement for the modernisation of Police Security Equipment and Accessories Project.

And the second is a Euros 59,688,250 supplier’s financing agreement for the computerisation of security, law and order systems and procedures for Kenya Police; project code named E-Cops.

The four former government big-wigs also stand accused of, “improperly conferring a benefit,” on Infotalent for the Euro 59,688,250 deal and Sound Day for the Euro 40,000,000 deal.

Also on the hook alongside Mwiraria, Mwangi, Magari and Onyonka for these deals are the Kamanis.

Due to his condition Mwiraria will answer to the charges on March 18 when Obure, Kyungu, Magari, Mwangi, Chahonyo, Bundotich and Onyonka will appear before the Anti-Corruption Court for a mention to set a hearing date.

Until then, Obure, Kyungu, Chahonyo and Bundotich were granted release on a Sh5 million personal bond for the VSAT deal while Mwangi, Magari and Onyonka were released on a Sh10 million bond or alternative Sh2 million cash bail for the Euro 40,000,000 deal and a Sh10 million personal bond or alternative cash bail of Sh1 million for the Euro 59,688,250 deal.

They were required to deposit their travel documents with the court within 14 days and directed not to leave the court’s jurisdiction without its express permission.
