NAIROBI, Kenya, Jan 22 – Lands Cabinet Secretary Charity Ngilu on Thursday named the directors of Airport View Housing Limited, which was behind the alleged grabbing of Lang’ata Road Primary School playing grounds.
Ngilu named Mandip Singh Amrit, Manjit Singh Amrit, Harbans Singh Amrit and Kamal Prakash Amrit as the directors of the firm according to the company’s particulars filed with the Registrar of Companies as at October 31, 2013.
The CS said the Mandip and Kamal hold 1,000 shares each, Manjit has no shares, Harbans holds 3,000 shares. The company which was registered on August 10, 1989 with LR 1870/IX/187, Jasmine Centre, Waiyaki Way Nairobi listed as its registered offices.
She said the names have been forwarded to the CID for further investigations and possible prosecution by the Director of Public Prosecutions.
“From today we have agreed that we are not even going to be waiting, we will just know you have grabbed public land, we will just come and bring down that construction that you have put up on a public land. There is no more us going to talk to people who know they have done the wrong thing,” the Lands CS warned.
The CS said National Lands Commission and Ministry of Lands officials who may have colluded to facilitate the grabbing of the land will be prosecuted.
NLC Vice-Chairperson Abigael Mukolwe said they were handling the matter and that those behind the fraud will be arraigned in court.
“It’s a matter of determining the culpability of each of the actors in this particular process. so whoever has been found to be culpable we will make a recommendation to the relevant agencies to take appropriate action,” she said.
Ngilu came under more pressure on Wednesday, this time from Interior Cabinet Secretary Joseph Nkaissery, who gave her and National Land Commission chairman Muhammad Swazuri a day to name the individuals behind the grabbing of the Lang’ata Road Primary School playground.
Nairobi County government has admitted that it had authorised the building of the wall that demarcated the playground based on fake documents.
Ngilu said the issues had made the ministry look bad.
“I am deeply disappointed by the reporting of the matter. It was made to seem as though noting had been done, and as if there was no progress in settling the matter. That’s what encouraged the lawless behaviour we saw from a section of the public,” she said as she reiterated to news reporters that she had gone out of her way to unmask the individuals.

According to preliminary investigation by the Lands Ministry, the school has been the legal owner of the two-acre piece of land since 1974.
The National Land Commission said on Friday that investigations by the officers from Lands Ministry unearthed two title deeds belonging to Airport View Housing Company having been acquired in 1989 and 1994 though the titles are conflicting as one bears 0.6 hectares (approximately 1 acre) and 0.2 acres, translated to approximately below half an acre.
