MOMBASA, Kenya, Dec 1 – The Speaker of the National Assembly Justin Muturi has expressed concern over the numerous cases taken up by parliamentary committees while they are under investigation by specialised agencies.

Among this is the Karen land saga being probed by the Lands Committee yet it is under investigation by the Ethics and Anti-Corruption Commission (EACC) and the Criminal Investigation Department.

“Next thing we’re going to hear that a committee is going to investigate murder. What do you do with the report when you find that so and so is the one who murdered the other, do you arrest? You don’t have power,” Muturi said.

The Speaker also challenged House Committees to probe MPs who have misappropriated Constituency Development Funds (CDF) as highlighted by the Auditor-General.

Muturi, who was addressing a training session of Kenya Parliamentary Journalists Association (KPJA) on the role of the National Assembly in the legislative and budget making process, said such probes will help improve performances of the devolved funds.

At the same time, House committees cannot stop or suspend ongoing projects under their probe according to National Assembly Clerk Justin Bundi.

Bundi says the committee must get the House to approve their recommendations for the suspension or halting to take effect.

This comes after various committees recently issued orders purporting to halts projects such as the Standard Gauge Railway, Safaricom National Security Surveillance system among others.

The suspension of the projects was to allow the committees to conclude investigations.
