Expunge prickly clauses in anti-terror bill – Nkaissery

Aware of the challenges, Nkaiserry said he will bring together the disjointed security sector and ensure it’s put under clear command structure.

He said he will also work with the Defence ministry to ensure the country porous borders, are put under tight security.

On cattle rustling, he issued a stern warning saying, “already I have a plan. It will not happen again, we are in 21st century.”

Somalia based Al-Shabaab militias remain a major threat to the country leading to the proposal of radical changes to security measures in the country.

Among the proposed measures include giving the National Intelligence Service (NIS) power to arrest, detain and interrogate suspected terrorists, the removal of security of tenure for the Inspector General of Police, the deputies and also the Director of Criminal Investigation thereby giving the President the power to appoint and allowing the admissibility of digital photographs in court.

The security sector has since been allocated massive resources as part of the ongoing reforms in the sector.

In the 2014-15 financial year, the Government allocated Sh62.2 billion for policing services, Sh71.3 billion for the Kenya Defence Forces and Sh17.4 billion for the National Security Intelligence.

The National Police Service was also allocated Sh1.3 billion to cater for police housing saying that this will “empower officers to live in dignity.”

On poaching, which has threatened the country’s wildlife heritage, the government provided Sh1.8 billion to enhance the anti-poaching war.

For enhancing security at the Jomo Kenyatta International Airport, Sh1.3 billion has been allocated.
