Devolution and Planning Cabinet Secretary Anne Waiguru says the exercise which is to end on Monday, will be extended up to Friday in the 14 counties.
“This extra time for registration shall take place from Monday 27th October to Friday 31st October 2014. From the onset, we have indicated that those employees who fail to present themselves for the exercise without justifiable cause will be deemed as ghost workers and subsequently will be removed from the payroll beginning the month of November,” warned Waiguru.
The other counties are Bomet, Kisii, Makueni, Murang’a, Homa Bay, Trans Nzoia, West Pokot, Vihiga, Bungoma, Siaya, Kilifi, Nandi and Baringo.
The list excludes six counties from Western Kenya that obtained orders blocking the registration process.
They are Kakamega, Trans Nzoia, Kisumu, Migori, Bungoma and Busia.
Waiguru says it will take the government two weeks after registration closes to come up with a new pay roll for the public service.
“We don’t expect that now you can use anybody’s identification, or eyes or fingerprints to form another person. What previously happened was very easy, because you could actually use an ID that belonged to somebody else and mix that with a birth certificate and actually get a second or third payroll, ” said Waiguru.
She insisted that the process was not meant to victimise anyone but only to enhance efficiency and effectiveness in service delivery to the citizens.
The requirements for registration are:
i. Original identity card
ii. Letter of first appointment to the service
iii. Letter of appointment to the current grade
iv. Original academic and professional certificates and
v. Birth certificates
However for those who will be registering during the extended period, will also be required to present letters from their Human Resources departments confirming that they are indeed genuine workers and also give reasons for their failure to register during the scheduled period.
Waiguru intimated that so far they had captured the data of 90 percent of all the public servants and were looking to complete the process so as to rid the system of ‘ghost workers’ who are costing the taxpayer millions of shillings.
The Devolution CS also called upon ministries/departments and counties to conclude the ongoing Institutional Review Exercise by October 31 to allow the finalisation of the Capacity Assessment and Rationalization of the Public Service(CARPS) Programme which provide guidelines for the employment and transfers of staff between the two level of government.
