Senate orders Garissa Governor to heed summons

Vihiga County senator Joe Khaniri said the events were regrettable since the Senate was simply discharging its mandate and helping the counties but the latter were merely seeing it as a competition.

“Once we get the audit reports, we have the power to summon you. We have set our standards of deliberations and we will not accept this delegation until the governor appears in person.”

Khalwale in his ruling said the Senate was being strict on the delegation because there were ‘serious’ accountability issues emanating from the Auditor General’s report.

He cited various audit issues including, irregular procurement of vehicles amounting to Sh66.5 million where Sh61.5 million was paid up-front for nine vehicles while the remaining Sh5 million was not accounted for.

Sh4.3 million used for refurbishment of County Assembly offices in a process that violated the public Procurement act as not tendering was done.

Other audit issues included Sh2.3 million paid to an uncompetitive consulting firm, Sh1.7 million for car hire services, Sh1.7 million for County Assembly Members travelling, Sh1.1 million for sitting allowances and an under recovery of PAYE of Sh147,971.

Despite the fact that 80 percent of governors have appeared before the Senate Public Accounts committee, others are yet to appear.

Other who have been slapped with summons include Bomet, Kiambu and Kisumu governors.

On Tuesday, Speaker of the Senate Ekwe Ethuro overruled a High Court order barring the committee from summoning governors as it was improperly served.
