Next NIS chief must not be ex-military, says don

There were claims that NIS had notified relevant authorities over the possibility of such attacks but no action was taken.

“There were stories that some place was going to be attacked, one of the mentioned places was Westgate but it was not the only one. There was also a cathedral that was apparently targeted. So which is which? Is it the cathedral or Westgate,” he queried.

According to Munene, the biggest challenge for the intelligence in such cases could have been zeroing in on the exact place of attack. “If the rumour that there were people doing strange things at Westgate for sometime is true, and it was not detected at the time, then these things you can question.”

For Mpeketoni attacks, there were allegations that a report about the attacks was submitted by NIS was ignored.

“If Mpeketoni it was specific known that so and so maybe planning this and then the information was delivered to the relevant authorities and they failed to act, then, who should be blamed is it the implementing authority or the one gathering the information,” he questioned.

President Uhuru Kenyatta announced Gichangi’s resignation on Thursday over what he termed as personal grounds.

He did not name a replacement but said he had asked Gichangi to remain in office until a successor is found.
