NAIROBI, Kenya Jul 10 – Machakos Governor Alfred Mutua on Thursday denied allegations that he withdrew his embattled deputy Bernard Kiala’s official car and security personnel saying Kiala has two vehicles at his disposal.

Mutua said his deputy has been allocated two four-wheel drive cars (Toyota Prado) for his official use and that has not changed.

The Machakos Deputy Governor on Monday sensationally claimed that his boss had issued orders blocking him from using the official cars and also withdrawn his security after Kiala attended Sunday’s CORD rally at Kenyatta Stadium, where he received a standing ovation from the crowd.

Kiala claimed he was also kicked out of a County Executive Committee meeting and that he was forced to board a matatu to Nairobi to attend Monday’s Coalition for Reform and Democracy (CORD) rally at Uhuru Park.

But Mutua countered that his Deputy stage-managed the incident outside the Governor’s office where he had actually left a car at the parking yard.

“Kiala left the Cabinet meeting at the Governor’s office; he rode in his assigned Government Subaru Outback to his office. He then proceeded to call a press conference and lie that he had walked for five kilometres. He then walked to the main road, climbed into a Matatu for a stage-managed photo shoot,” the Governor said in a press statement.

“He then alighted from the Matatu, went back to his office where he stayed for a while before driving out of town in his.”

He added that his deputy’s vehicles were due for fitting with official number plates, adding that he was immediately assigned a car to use while his official vehicles went for the fittings.

“On Monday, July 7, 2014, one of the two Prados, had the plates removed so that they could be sent to Kenya Revenue Authority for alteration from civilian to green County Government plates, as per requirements. In the meantime, even though he has another Prado assigned to him, he was assigned a Subaru Outback to ensure his fleet of two cars was intact,” reads the statement.

Governor Mutua said his deputy still has two armed body guards at his disposal 24 hours a day.

“What was withdrawn from him are the two Administration Police officers attached to his rural home in Masinga and this order did not come from me,” reads the statement.

The County AP Commander, who is charged with deploying security to senior government officers in county governments, withdrew Kiala’s body guards citing a circular from the national government that deputies are not entitled to such privilege.
