This follows the directive by Deputy President William Ruto that the government would settle outstanding debts but schools should release withheld certificates.
Through a circular to all County Directors of Education and District Education Officers, Kaimenyi stated that certificates issued by KNEC shall not be withheld from candidates by any person or institution.
“The Circular has been copied to the Principal Secretaries of Education, Belio Kipsang and his Science and Technology counterpart, Colleta Suda. It has also been copied to the Chairman of the National Education Board, The Secretary of the Teachers Service Commission, Chairpersons of County Education Boards and the Secretary of the Kenya National Examinations Council,” a statement from his office said.
He indicated that the government has enhanced capitation for secondary school students to take care of tuition and examinations starting from the current financial year as a means of easing the burden of fees payment by parents
“This implies that the Government will meet the full cost of examination fees for all KCSE candidates in Public Schools from January, 2015,” Prof Kaimenyi observed adding that no parent will be charged for the same,” he stated.
Ruto had expressed the government’s commitment to reducing the cost of education to make it available to all Kenyans.
The Deputy President had noted that funds available for education will be increased sharply in the coming budgets to enable students acquire quality education adding that plans are underway to provide Secondary education completely free in the next three years.
He emphasised that no child should be out of school over fees irrespective of social status.
