Ruto who spoke at a rally in Kericho on Saturday said him and President Uhuru Kenyatta are responsible for the transfer, of Kiplimo Rugut from the National Youth Service (NYS).
“Anyone who has a problem with that transfer should ask us, and not Waiguru,” Ruto said, adding “matters of transfers and promotions of civil servants are the prerogative of the Public Service Commission and the Presidency, but not cabinet secretaries.”
Waiguru has been under fire from a section of leaders, who accuse her of sacking transferring Rugut without following due process, as required by law.
“Such transfers are normal in the civil service, there is nothing peculiar with this particular one,” he said.
He spoke days after Jubilee Coalition Leaders in Parliament distanced themselves from a Motion seeking to remove the Cabinet Secretary from office over the transfer.
Senate Majority Leader Kithure Kindiki and his counterpart at the National Assembly Aden Duale affirmed that the Motion by Igembe South MP Mithika Linturi had not been endorsed by the coalition.
“When you see Aden Duale and Kithure Kindiki, we are the official spokespeople of the Jubilee Coalition,” Kindiki explained. “So for the avoidance of doubt if, Duale and Kindiki have not spoken, then the political troops of Jubilee have not spoken.”
Duale stated: “As of now… and get me right, that motion is not a coalition motion.” He added that after internal talks, “we will give the country the way forward.”
Seven TNA legislators led by Kabando wa Kabando (Mukurwe-ini) and Jamleck Kamau (Kigumo) have also questioned the motive of the censure motion, claiming that Waiguru was being used as a scapegoat.
