Duale indicates Waiguru censure ‘will flop’

NAIROBI, Kenya May 21 – Leader of Majority Coalition in the National Assembly Aden Duale has disowned a censure motion filed by Igembe South legislator Mithika Linturi against Devolution Secretary Anne Waiguru.

Duale says that the Jubilee Coalition does not support the Motion that seeks Waiguru’s sacking over alleged abuse of office.

“That motion is not a Jubilee motion! You can quote me on that… I can assure you when the going gets tough you will see all those signatures disappear,” said Duale who is the Majority Leader of the ruling coalition in the Lower House.

Linturi on Tuesday started the process of removing Waiguru from office after he lodged a Motion which he said got the backing of 103 MPs, which exceeds the constitutional threshold of one quarter of all National Assembly members, for such a petition to be accepted.

According to the motion, Linturi accuses the Devolution Secretary of “abusing, intimidating and threatening” public servants under her jurisdiction, citing the removal from office of former National Youth Service Director General Kiplimo Rugut and former Youth Enterprise Fund Chairman Gor Semelang’o.

MPs from President Uhuru Kenyatta’s The National Alliance (TNA) party who had backed the censure said they were disgruntled by the manner in which Waiguru was undertaking duties in her office.

Linturi cited the move by Waiguru against Rugut which he said has threatened to sour relations between Jubilee Coalition partners TNA and URP.

Earlier on Wednesday, Waiguru declared she was ready to defend herself, insisting that she had not violated the Constitution as claimed.

“The same way Rugut entered is the exact same process that was used to appoint the new NYS Director; including a confirmation by the Public Service Commission (PSC) using the Central Posting Unit and on that particular day they moved 11 civil servants; Rugut was one of them. If my ministry made a mistake so did the other Cabinet Secretaries,” Waiguru said.

Runyenjes MP Cecily Mbarire assured that women in the National Assembly were solidly behind the CS and would defend her once the matter was tabled in Parliament.
