NAIROBI, Kenya, Mar 27 – Transport and Infrastructure Cabinet Secretary Michael Kamau has warned that no Public Service Vehicle will be issued a licence to operate after April 1 until they adhere to the new transport and safety regulations.

During a consultative meeting with Traffic Law Enforcement Officers and County Commissioners, Kamau said the new regulations which are set to take effect from next week still stand.

“We have the full support from the government… the President himself. I believe no government would want to see people still dying from road accidents,” he said.

He added that all PSV operators should have in place digitised speed governors capable of recording speed and location of the vehicle.

He says that the governors are capable of storing data for at least 30 days.

The National Transport and Safety Authority Act Section 11 states that the regulation of the fleet management system will come into place on the April 15, 2014.

To reduce road carnage further, the Cabinet Secretary said that repeat traffic offenders’ licences shall be revoked and a Sh50,000 fine issued or imprisonment for a term not exceeding one year.

“From Monday, anyone caught speeding; we shall deal with them perpendicularly. Be it public or private vehicles we shall withdraw their licences and them we shall decide if we shall return it.”

“The verdict will be ours so we have the power to deal with this,” he affirmed.

He also noted that there has been a 30 percent decrease in road carnages compared to last year citing the introduction of speed governors and alcoblow.

Kamau clarified that all public transport operators should have licences that permit daytime and night time operation, though no company has complied.
