Tanui claims Kambi irregularly transferred the Registrar without revoking a gazette notice appointing him/FILE

NAIROBI, Kenya, Mar 6 – Bomet Central MP Ronald Tanui is planning a censure motion against Labour Cabinet Secretary Kazungu Kambi over the unprocedural sacking of the Registrar of Trade Unions.

Tanui claims Kambi irregularly transferred the Registrar without revoking a gazette notice appointing him.

“I hope I will get support from members in the House on these two issues; the removal of Richard Langat as the Registrar of Trade Unions and secondly, working for some cartels in the trade union movements… all this things will come out into the light very, very soon,” the Bomet MP said.

The legislator stated that the action by Labour Secretary has caused confusion in the ministry because there are two people performing the duties of the Registrar of Trade Unions.

“We thought we were appointing professional to come into the Cabinet so that they can perform and deliver fairness to the people of Kenya, but what we are seeing there is a quack in charge of the ministry. It is quite unfortunate,” he stressed.

He claims the Labour CS was acting under pressure from an influential trade unionist.

“Sometime last month, he did summon this officer to his office in the presence of a partisan trade unionist who was keen to remove the Registrar and he warned him that he was going to remove him and the same trade unionist was interjecting,”

“How do you deal with your own officers in the presence of another officer who has a conflict of interest,” Tanui posed?

Tanui cautioned the CS against dragging ministry staff into his wrangles with two unions which claim to represent workers in the country.

“If he has a war with COTU or Public Service Trade Unions of Kenya (PUSETU-K) and he has decided to take one-side, the officers in the ministry should not be sacrificed,” he stated.

Bomet East MP Bernard Bett called for the reinstatement of the officer.

“The dismissal of a public officer has to be done in a professional and procedural manner, you don’t just replace someone just like that” he said.

Wajir South MP Diriye Mohammed and Ndhiwa MP Augustino Neto pledged the support of the Minority Coalition in censuring Kambi citing the three Cabinet Secretaries with political backgrounds have been erratic in executing their duties.

Lands and Housing CS Charity Ngilu, Mining CS Najib Balala and Kambi were appointed to the Cabinet after their defeat in the March 2013 polls.

Ngilu and Balala have in the recent past had run-ins with the National Assembly which queried their actions. Ngilu survived a censure motion after MPs found her culpable of creating offices in her ministry which had usurped the mandate of the National Land Commission.

Balala on his part was forced by a parliamentary team to rescind the revocation of the mining licences.

Kazungu has been in the focus over his handling of the National Social Security Fund Tassia II Infrastructure project, where he admitted to having overstepped his mandate in suspending the implementation of the project.
