Speaking during the homecoming ceremony for Tharaka Nithi Member of Parliament Alex Mburi Muiru, Ruto noted that an additional Sh40 billion will be devolved to the counties raising the amount of money devolved to the counties from Sh190 billion last year to Sh228 billion this year.
“Despite the challenges we face as a country, we shall ensure that the Constitution is fully implemented so that we can grow the economy at double digits and address the inequities in the development of the country,” the Deputy President said.
He also thanked Kenyans for supporting the government in this endeavour saying they will harness the goodwill of all Kenyans to transform the country.
In this connection, Ruto announced that the government will build a technical institute in Marimanti beginning this year adding that already Sh30 million had been set aside for the project with another Sh150 million scheduled for release next financial year.
He further announced that beginning July 2014; the road from Mitunguu to Marimanti will be upgraded to bitumen standards.
On the water situation shortage in the Tharaka area, the Deputy President said the relevant ministries had been instructed to take appropriate action to supply water for domestic use and irrigation.
“We want to do massive irrigation in this County and others with water shortages to enable them do proper farming and improve on food security,” he added.
He went on to say that one million land title deeds will be issued this year around the country adding that those without titles in the Tharaka area will benefit from this programme.
Addressing the same gathering, the Leader of Majority in the Senate Kithure Kindiki said the Senate fully supported devolution adding that it is a solution for bringing development to areas that have been lagging behind.
He lauded the increase of devolved funds to the counties noting this was possible without a referendum. “And as Senate will ensure that this money is used for the intended purpose,” he said.
Kindiki said he will on Tuesday bring a bill in the Senate to have 60 percent of the devolved funds used on development and 40 percent on recurrent.
Several MPs who attended the fete said they had authorised the Parliamentary Service Commission to deduct 10 percent of their pay to reduce the wage bill.
