Governors demand Sh238bn next financial year

The County Government Act mandates the County Service Boards to establish and abolish offices.

Kabogo added; “If they (the boards) went to do that business, there will be people who will be unemployed, the whole country will be crying of unemployment.”

The Kiambu Governor called for the review of the formula which is used by the CRA to determine the amount of shareable allocation to be divided between the national government and the 47 county governments.

He pointed to allocations given to Turkana and Kiambu counties as proof of disparities created by the allocation.

“Turkana for instance, has a budget of Sh7.6 billion out which their wage bill (at the beginning of devolution) was Sh400 million meaning there is an outright Sh7.2 billion to deal with,” the Kiambu Governor added. “Kiambu County got Sh6.2 billion with a wage bill of about Sh5 billion, meaning we are left with Sh1 billion to deal with this issues of hospitals, roads and all these things.”

“It is clear we are advantaging areas which were disadvantaged then by disadvantaging areas that were advantaged then,” Kabogo pleaded.
