Meja named new NTSA Director General

NAIROBI, Kenya, Feb 5 – Francis Mooke Meja has been appointed the Director General of the National Transport and Safety Authority (NTSA).

The appointment was made by the NTSA Board in consultation with the Minister for Transport and Infrastructure, in accordance with the National Transport Authority Act 2012.

Prior to this appointment, Meja has been working as the Registrar of Motor Vehicles.

A statement by NTSA says Meja commands a wealth of knowledge and expertise on road transport and transport logistics.

He is a holder of an MBA in Strategic Management from the University of Nairobi, BA Economics and Public Administration from the University of Marathwada in India.

The appointment of Meja comes at a time when the NTSA is implementing major legislative, operational and enforcement initiatives aimed at improving road safety.

He is expected to spearhead setting up of structures and systems, including mobilisation of the necessary human and non-human resources to enable NTSA to implement its programmes.

The National Transport and Safety Authority Act, 2012 mandated NTSA to bring under one umbrella the functions that were hitherto performed by the Registrar of Motor Vehicles, Motor Vehicle Registration and Inspection Unit and Transport Licensing Board (TLB).

NTSA is supposed to ensure there is compliance to traffic laws through preventive, persuasive, educative and legal means.

The Director- General will expected to strengthen the work that NTSA is already doing that includes road safety awareness campaigns, enforcement of the law against drink-driving, enforcement of regulations on management of PSV Saccos and companies.

He will be expected to enforce the law on speed governors, “especially by ensuring that all public service vehicles and commercial vehicles whose tare weight exceed 3,048 are fitted with new type speed governors by April 1, 2014 as per Legal Notice No. 217 of 2nd December, 2013.

Since the beginning of the year, NTSA in collaboration with Traffic Police and the Judiciary has realised significant achievements, which has led to reduction in the number of road traffic accidents across the country.

For instance through the “Safety First” campaigns, NTSA has inspected and detected 1,251 faulty vehicles and instant justice metted out on owners.

The breathalyser campaign has netted 262 motorists who have been arraigned in court and fined for drink-driving.

“These initiatives have contributed to reduction of road traffic deaths with 326 being reported in the month of January, 2013 against 235 fatalities in January, 2014. This is a reduction of 28 per cent,” the NTSA statement said.

The NTSA Board assured Kenyans that it was committed to ensuring that the road transport sub-sector is transformed for the better.

“An efficient, safe and orderly road transport sub-sector would be attractive to investors, while guaranteeing road users safety, security and comfort.”
