Jubilee, CORD strategise ahead of Parliament session

The CORD team also urged action against poaching with possibility of demanding for a Commission of Inquiry into poaching, saying it appears to enjoy the participation of “big boys” in government.

“Tied to the emerging corruption and rising insecurity is the attack on our natural heritage of wildlife by poachers. Do not be cheated. Poaching is closely intertwined with crime and corruption and we must not be hoodwinked by tough talk and tough laws. We must demand an end this most vicious attack on our wildlife and our heritage,” he said.

According the CORD leader, the inquiry will be responsible for investigating all the leads to trace where the poachers are coming from and dig deeper.

“We have seen these patterns before and we have reason to suspect that a lot of big boys are involved. We may have to ask for a public interrogation of the poachers who have already been arrested. They should be able to give the names of the people behind this, including names of the buyers. Deploying more police or the army is not enough as they seem to join the gravy train themselves.”

He said CORD MPs must demand for further cuts in taxation to reduce cost of living, more and predictable funding for devolved units and a Parliamentary Inquiry into the Westgate attack as a means to unravelling the security mess gripping the country.

During this session, Parliamentarians are expected to approve the Supplementary Budget that will see salary increments of teachers, doctors and civil servants as agreed last year by the government at the height of strikes.

The High Court recently ruled that the National Assembly and the Senate have no mandate to set their salaries.

The August House will also handle the controversial Standard Gauge Railway line tender with two committees expected to submit their reports to the House.

Parliament is also set to debate and review Article 260 of the Constitution that categorises Senators, Members of the National Assembly and Members of the County Assemblies as State officers.

The National Assembly is also expected to discharge the Access to Information Bill 2012 that seeks among other things to entrench the principle of freedom of expression as enshrined in the Constitution.
