Lawyer Cecil Miller lodged the application to bar the police from arresting and charging Shebesh with creating a disturbance following an order issued by the High Court on Monday.
Kidero on Monday also filed a similar application and obtained an order blocking his arrest for at least three days.
The application by Shebesh will be placed before Justice David Majanja on Thursday for further for directions.
The two politicians are to face prosecution after the DPP approved an investigation report over the incident that occurred at City Hall in September last year.
