NAIROBI, Kenya, Jan 21 – The Ministry of Education has released Sh14.9 billion to finance the Free Primary Education (FPE) and Free Day Secondary Education (FDSE) programmes for the first half of 2014.

Some Sh4.5 billion has been wired to Public Primary School accounts for the (FPE) to cater for 8,766,026 pupils.

The ministry has posted Sh10.4 billion to Public Secondary Schools bank accounts for the (FDSE) to cater for 2,033,362 students.

The amount accounts for 50 percent of the disbursement of Free Primary Education and Free Day Secondary Education for the 2013/14 financial year.

The Government disburses 50 percent of the budget during the first term, 20 percent in the second term and a further 20 percent in the third term.

In the third term of 2013, the government dispatched Sh5.7 billion, including Sh1.9 billion for FPE while Sh3.9billion went towards the FDSE.

The Free Primary Education (FPE) programme was introduced in 2003 soon after Mwai Kibaki’s Narc government came to power. It was Kibaki’s flagship campaign promise.

Implementation of FPE and FDSE has led to tremendous increases in enrolment in primary schools while in secondary schools enrolment has also increased.

The transition rate from primary to secondary schools has improved, making Kenya amongst the few countries in Sub-Saharan Africa to be on the verge of attaining Education for All (EFA) goals by 2015.
