NAIROBI, Kenya, Dec 19 – All upcoming buildings in Nairobi County will now have to install CCTV system in a bid to beef up security in the county and the country as a whole, Nairobi Governor Evans Kidero has announced.

Kidero on Thursday explained that the new legislation will apply to both residential and commercial buildings.

“Incorporation of Information, Communication and Technology (ICT) technology in all upcoming structures is now a necessity.”

“Buildings will be required to convey footage they record to the police or any other security organs when the need arises.”

“It may require the contractors to dig deeper into their pockets but cost of not complying is higher than putting up the telecommunication infrastructure,” explained Kidero.

He further assured that the traffic camera project has not stalled explaining that they are setting up a central monitoring point.

“The traffic lights will next year be operational. The reason it took so long is because we were setting up a control room where all cameras would stream their footage making it easier to arrest perpetrators.

Information, Communication and Technology (ICT) Cabinet Secretary Fred Matiang’i who addressed journalists jointly with the Governor said the move is aimed at enhancing security in the city.

He urged all other County Governments to emulate Nairobi County and incorporate the use of ICT for the sake of their county’s security.

“All Public areas will have 24 hour surveillance to avoid any incidents that would jeopardise the county’s security.”

“Other counties should buy into the idea and in doing so we will ensure that the whole country is a safe haven,” said Matiang’i.

Kidero was this month set to launch the much anticipated traffic cameras during the Kenya@50 celebrations.

The cameras were expected to ensure the strict observance of traffic laws and that anyone who breaks any of the laws is held accountable.

According to the Nairobi City County Executive Committee member in charge of Roads, Public works and Transport Evans Ondieki, the cameras will capture registration numbers of offenders’ vehicles and photograph their faces which will then be relayed to the server room situated at the county headquarters.

“Our CCTV system captures the photograph. That is why if you jump the lights, there is a flash light that comes on and that enables the cameras to capture your face properly. We will get the vehicle and the camera will indicate the time,” he said.

He pointed out that preparations are at an advanced stage and that a four way relay which had been the only aspect missing is now in the process of being installed.
