NAIROBI, Kenya, Oct 18 – The Government has finally released Sh6 billion for the Free Primary and Free Day Secondary Education programmes.

Principal Secretary for Education, Dr Belio Kipsang on Friday said that secondary schools should now be able to purchase the necessary examinations materials for the form four candidates whose examinations formally begin on Tuesday next week.

Of this amount, Sh4billion will go to secondary schools and Sh2billion to primary schools.

Kipsang, who was speaking at Musa Gitau Mixed Secondary School in Kiambu County, assured that the Government has provided a secure environment within which they will sit for the examination.

“We have also put in place systems to safeguard the security and integrity of examinations against possible cheating,” he said.
The Kenya National Examinations Council (KNEC) on October 16 said it already have intelligence reports on regions likely to have cases of cheating during upcoming national exams for primary and secondary schools.

Some of the areas identified are Mombasa, Nairobi, Garissa and Kisumu.

Addressing the media, the council’s Chief Executive Officer Paul Wasanga warned against exam fraud saying those caught will be charged in court.

“Each year, the council is assigned CID officers to assist in monitoring the security of the examinations,” he said.

“Over the years, these officers have unearthed a lot of illegal activities that have been taking place during the conduct of this test.”

He says already the council has over 50,000 security personnel’s to provide security during the period.

A total of 844,475 pupils will sit the KCPE examinations including 906 candidates from Southern Sudan.

“Registration was easy and it was done on time because school heads did not have to travel distances to register students. It was also effective because heads can go to the SEMANASI website to confirm their students’ registration,” he said.

This represents an increase of 24,220 candidates, or a 2.95 percent rise.

The Principal Secretary toured Alliance Girls and Alliance High schools to inspect the infrastructural developments the Government had financed to expand teaching, and learning facilities in the two schools.

The Government has financed the expansion of National Schools to be able to admit additional students in an effort to increase access and transition of learners from Primary to Secondary education.
