NAIROBI, Kenya Sep 6 – Members of the National Assembly are expected to attend their second induction retreat next week at the Coast.

Speaker of the National Assembly Justin Muturi said President Uhuru Kenyatta is expected to open the three-day conference, which will also be attended by the Speakers of Uganda and Ghana’s Parliaments.

The meeting which is being held under the theme “Towards an Effective, Efficient Legislature: Experiences of Bicameralism in Kenya Thus Far” kicks off on Monday at the Leisure Lodge, Diani Beach, Kwale County.

Muturi said it aimed at assessing progress made in the first part of the First Session which began in March 27 to August 6.

Ghana Speaker Edward K. Doe Adjaho is expected to address the conference on the topic of interfacing the Legislature and the Executive in a Presidential System: Marshalling and Coordinating the Executive’s business in the House.

Uganda’s Speaker Rebecca Kadaga is expected to give her insights on the attributes of an effective legislator and the common problems faced by New Members through the perspective of the presidium.

According to the Online Oxford Dictionary, the presidium or praesidium (from Latin praesidium meaning protection or defence) is the name for the heading organ of various legislative and organizational bodies.

Other eminent resource people such as former Chief of Staff for House Democratic Leader, Nancy Pelosi, George Crawford and Lord Steel from Former Presiding Officer of the Scottish Parliament -UK House of Commons are among the facilitators at the meeting which will look at the House role in devolution and managing the transiting functions to devolved Units with emphasis on the Constituency Development Fund, Infrastructure and Healthcare.

Crawford is expected to speak on establishing a common framework for driving business in the National Assembly, while Brad Smith, a former Senior Advisor for Congressman David Dreier will address the topic of enhanced Parliamentary Oversight: Tools for effective Parliamentary Oversight in a Presidential system.

Lord Steel, from the UK House of Lords and MP James Duddridge who is the chair of the All Party Parliamentary Group on Africa and a former Whip and International Development Committee member will share experiences on marshalling business between the Houses of Parliament by referring to lessons from the Commonwealth Legislatures.

Cabinet Secretaries Henry Rotich and Anne Waiguru are expected to speak on the new role of Parliament while giving the Executive’s insight on the timelines and maintaining fiscal controls.

National Assembly Members held their inaugural induction after they were sworn in mid March.
