In a newspaper advertisement on Friday, Education Principal Secretary Belio Kipsang invited both local and international suppliers of the portable computer devices to participate in the bid.
Interested bidders are required to deliver their bidding documents and securities by 10am on September 3 to the Head of Supply Chain Management Services at the Education Ministry.
Bidding will be opened on the same day.
“A complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of Sh5,000 to the cash office of the Education Ministry at Jogoo House B, 9th floor room 925,” reads the advert.
Those planning to supply laptops must be armed with a bid security worth Sh228 million while those who want to bid for projectors and printers must have securities worth Sh20.4 million and Sh14 million respectively.
Interested bidders can also bid for all the items and must give a quote of all items in each lot.
“The bid security shall be in the form of a bank guarantee and must be from a reputable bank. In case of international firms the bid security shall be confirmed by a correspondent local bank,” explained the statement.
Kipsang added that a pre-bid meeting will take place on August 16 at 10am.
“The overall goal of the Ministry of Education, Science and Technology is to provide equal access to quality education to all pupils irrespective of their socio-economic status,” he said.
President Uhuru Kenyatta had last month explained that the government would procure laptops on behalf of Kenyan pupils using borrowed money.
At the time, teachers were on the streets demanding a pay increase and there were those who felt that the laptop project was a bit misguided because teachers were taking home a lowly package.
But Kenyatta maintained that the project would go on because it would be of more benefit to the pupils in the long run.
There have also been concerns over the environmental impact that the laptop project will have especially because the portable devices are not biodegradable.
