NAIROBI, Kenya, Jul 4 – The government has assured civil servants that it is committed to regularising the disparity between the lowest cadre wage and the minimum wage.

Devolution and Planning Cabinet Secretary Anne Waiguru said that the government will also review the hardship and house allowances as proposed by the Union of Kenya Civil Servants.

The union had last week issued a seven-day strike notice unless the government met their allowances demands.

Secretary General Tom Odege said on Thursday the government pledged to pay the long overdue hardship allowances effective July 2010 in the 2012/2013 financial year and also to harmonise house allowances for all members to be paid effective July 2012.

Waiguru emphasised that while addressing these concerns, the link between expectations on performance, discipline and standards for effective service delivery remains vital.

Waiguru however urged caution over the multiple wage demands being placed on the government from the different sectors, pointing to their effect on the overall development of a recovering economy.

She called on the union to support the reforms envisioned for the public service that would ensure efficient and effective service delivery to Kenyans.

The Cabinet Secretary announced the ministry’s intention to undertake an independent human capacity assessment of the public service, which would form part of the rationalisation programme to be undertaken following the merger of ministries, and the transfer of human resources arising from devolved functions.

She however assured the union of its participation together with other stakeholders in the process of development of the capacity assessment framework.
