NAIROBI, Kenya, Jun 17 – Interior Cabinet Secretary Joseph Ole Lenku has defended the appointments of County Commanders as made by Inspector General of Police David Kimaiyo, in the latest power struggle with Commission Chairman Johnstone Kavuludi.

At a press briefing held on Monday, Lenku and Kimaiyo indicated that the deployments were permanent maintaining that they were aimed at reforming the police force.

Lenku also stated that there was no power struggle between Kimaiyo and the Chairman of the National Police Service Commission Chairman Johnstone Kavuludi.

“The issue of deploying people to do some work rests entirely with the Inspector General. He has done the deployment to meet a security need and he will continue to do that,” he said.

But even as the assurance messages came from the Cabinet Secretary, confusion and disorientation remained the order of the day as Kavuludi maintained that the deployments were temporary.

He explained that all police officers including their head honchos would be vetted for their suitability before being appointed or dropped from the force.

Kavuludi added that the officers had been deployed to fill the security vacuum that would be left in the County Command structure following the pending vetting exercise but not as a permanent step.

“Issues of security do not wait until people are interviewed for weeks on end and until they are appointed so what has been provided for and which we are looking up to is being able in the near future to finish the process and when it is done, the job of deployment rests with the Inspector General,” he explained.

Kimaiyo has so far named 141 County Commanders from the regular police, Administration and the Criminal Investigations Department who have been deployed to manage the Counties.

Among the 141, are 47 other Administration Police Commanders whose names were released on Monday as Kavuludi and his team called a meeting at their Bruce House office to deliberate the way forward.

“Where does the permanent or temporary basis arise at this point? Kimaiyo is just doing his daily work. There will be a number of lists that will be coming along as we continue addressing issues,” retorted Lenku.

The appointments were done by Kimaiyo in total disregard of a recruitment process initiated by Kavuludi who was set to conduct interviews later this month.

Francis Mburu has been deployed as the Administration Police Commander in charge of Nairobi County, Joseph Keitany (Machakos), Rashid Yakub (Lamu), Njiru Dickson (Transzoia), Joseph Mwaniki (Bomet), Doson Manzi (Homabay), Samuel Kimwere (Kajiado), Agustus Muthee (Garissa), Dismus Nyakundi (Kiambu), Josephat Kinyua (Muranga) and Albert Hama (Mandera).

Others are Suleiman Rashid (Kirinyaga), Kuno Abdulahi (Kitui), Roba Jaro (Makueni), Daud Mohamed (Mombasa), Paul Soi (Bungoma), Karimbo Mwandoe (Nyamira), James Akoru (Kisii), Elisha Ngetich (Kilifi), Stephen Mwinzi (Busia), Elijah Odhiambo (Baringo), R. Kerich (Narok), J. Mativo (Taita Taveta), S. Sohera (Kericho), R. Kirathe (Nakuru), J. Ajuoga (Marsabit), M. Mukiri (Isiolo) and Joseph Onyango (Kakamega).

Mark Almaa (Migori), R. Bashane (Tharaka Nithi), C. Naibei (Vihiga), J. Atinda (Kisumu), C. Mwaniki (Tana River) and Joseph Ouna (Kwale) and Michael Murage (Siaya).
