NAIROBI, Kenya, May 23 – Residents of Nairobi County are being urged to follow laid down procedures in obtaining approvals for building plans and occupational certificates.

This follows the arrest of an impostor who was caught red handed as he conned a member of the public of Sh60,000 before issuing him with fake documents.

The County Clerk in charge of Administration Daniel Masetu told reporters that such fake documents result in erection of substandard buildings which leads to loss of lives when they collapse.

“A building plan takes only less than one full month. An occupational certificate takes only two days. Do not use outsiders or impersonators for them to develop for you fake plans,” he said. “Of late we have been seeing buildings collapsing in the city and the council has got qualified personnel.”

Masetu explained that officials have been tracking the imposter for sometime before he was finally caught.

“We have been trying to track this impersonator for the last three weeks and today, we managed to apprehend him within the CBD. What he does is to inform our client that he is working with the Director of City Planning and other council officers then he goes ahead to issue fake approval plans and fake occupational certificates on behalf of the council,” he said.

He further put all impostors posing as county hall staff on notice stating that their days were numbered and urged them to desist from the racket.

“We will completely root out this vice from among ourselves,” he said.

He pointed out that the county office was in the process of coming up with an initiative to speed up the issuance of building plan approvals and occupational certificates.

“In the next 100 days, we are going to do a Rapid Result Initiative where we will fast track the issuance of these building plans as well as the occupational certificates and the city planning department has come up with a thematic area to improve on the circulation of building plans by reducing the time taken in order to reduce the backlog,” he stated.
