NAIROBI, Kenya, Apr 25 – Anne Waiguru will be navigating uncharted waters in the Ministry of Devolution and Planning should she be confirmed as Cabinet Secretary.

While there was a Ministry of Planning in the previous government, Kenya is now in a devolved system of government and Waiguru will be required to orchestrate the delicate balance between the roles of the national government and county governments; a reality that is not lost on her.

“I’m aware that the journey ahead is not going to be easy to deliver on the promises of the Jubilee government. It will be tough but it must be done nonetheless and making the promises a reality will require active participation of all of us in the Cabinet, the public service and the citizens,” Waiguru said on her nomination.

On his inauguration, President Uhuru Kenyatta assured Kenyans of his commitment to see the devolved system of government work.

“My government will immediately begin the process of supporting devolution and enabling the county leadership to carry out their constitutional mandate and fulfil the pledges they made to the Kenyan people.”

He added: “Let us all be clear – supporting devolution is not a choice, as some claim it to be – it is a duty; a constitutional duty; one that I have sworn to uphold. Our Constitution does not suggest devolution, it demands it.”

And now Waiguru, it appears, is who Kenyatta believes to be the best person for the job.

She is not new to the government as she has been serving as Director of Integrated Financial Management and Information System (IFMIS) and Head of Governance at the National Treasury.

“In the last two years, Waiguru has led her IFMIS team at the Treasury to win three awards for exemplary performance in the public service,” Kenyatta pointed out as he revealed his Cabinet nominees.

As one of six women nominated for Kenyatta’s Cabinet, Waiguru was also recognised as a ‘Top 40 Under 40’ woman two years ago and according to her profile, she was the only public servant on the list.

The mother of three has served as a Senior Public Sector Manager at Citigroup.

Even given all her accolades, Waiguru has her work cut out for her given the challenges already faced in the transition to a devolved system of government.
