Transition Authority Chairman Kinuthia Wamwangi told Capital News on Tuesday that the teams were currently being interviewed and would be trained the following next week.
Wamwangi said the Authority was also preparing the County assembly guidelines together with those of the Executive.
“Maybe in a week’s time we are going to take them to the Kenya School of Government and others to the parliamentary training centre and the Kenya School of Monetary Studies if their interests lie with the National Assembly or in finances,” he explained.
He at the same time revealed that each County would have a maximum of 10 County executives regardless of its size and that a one third ratio would be applied in other instances.
It would be interesting to see how the situation will play out in Counties like Nairobi, Kiambu, Kakamega and Nakuru based on their size and the number of wards.
“If a County has 15 County Assembly representatives then one-third of that is five County Executives. But this will be subjected to a maximum of 10,” he said.
Wamwangi added that some of the existing positions like town clerks and treasurers would be renamed or restructured to avoid destabilising the structures that already exist and to avoid duplication of roles.
He explained that the County Executives would serve as ministers to echo the national structures.
County Secretaries, County service boards, County treasurers and in some cases County chief Human Resource officers will also be set up.
“We will streamline functions so that those that can be performed together like medical services and public health get one overall policy boss. Contiguous functions will be aligned under one policy framework,” he revealed.
He further lauded the new pay guidelines by the Salaries and Remuneration Commission saying they would help rationalise the roles played by various State Officers.
He also noted that the structures would address the pay discrepancies among State Officers.
“It will help us work out salary structures in County governments so that when County Assembly representatives, Executives and others are appointed on March 5 they will be placed in the appropriate places,” he said.
