Speaking at a security briefing with the media, the Head of the Civil Service Francis Kimemia stated that the president-elect shall be sworn in public by the Chief Justice at the Nyayo National Stadium.
“The next possible date and this is the one we prefer ourselves is Tuesday 26th March 2013. This is a date in the Constitution and follows a first round win where there is no petition and you have a fifty percent plus one win in all the counties,” he said.
Kimemia pointed out that in case there is a petition but it is dismissed, the swearing in will take place on April 16.
The Civil Service boss explained that the swearing in of the new president will take place on April 30 in case there is a run-off, and June 18 if there is a repeat of the election.
According to the Constitution, if a president-elect dies after being declared elected as president but before assuming office, the deputy president-elect shall be sworn in as acting president on the date on which the president-elect would otherwise have been sworn in.
A fresh election to the office of the president shall be held within 60-days after the death of the president-elect.
During the briefing, the Inspector General of Police David Kimaiyo also revealed that the security of all the eight presidential candidates and their deputies has been enhanced.
“We have already prepared a policy on the minimum number that is provided and again also a certain maximum number that is required by the presidential candidate and his deputy,” he said.
“So as at now, we have already prepared and provided security immediately the Independent Electoral and Boundaries Commission declared that so and so is the presidential candidate and so and so is his deputy,” he added.
He emphasised that the aspirants will be guarded on a 24 hour basis until the elections are held.
“We have officers on standby that we have prepared to be able to manage the VIP close escort and by extension to their residences. These measures were taken immediately they were declared as candidates,” he stated.
The Inspector General further said that security measures will be put in place to ensure that the elections are conducted peacefully.
He stated that anyone committing offences will be dealt with according to the law.
“We are going to be very firm on the ground and ensure that anyone who is involved in criminal activities will be dealt with in accordance with the law. From this campaign period, to the elections, we have some charges where only your name and the serial number of the file is all that is required to take you to court,” he said.
He further lauded the way parties held their nominations recently despite the confusion which prevailed during the period.
“You have seen the way we have conducted the nomination of parties only that there was some confusion in the parties themselves in not preparing the votes in time and not taking them to the polling centres in time and that could have caused some tension here and there,” he stated.
“But I can assure you that those who engaged in unwholesome activities during this period can tell you that this is not an easy walk.”
