The committee heard that Waiganjo was among those who flew to Baragoi after the massacre police officers and was in M’mbijiwe entourage.
Kenya Police Airwing Commandant Rodgers Munene said that it was the then PPO M’mbijiwe duty to know members of his security team, who included Waiganjo.
“We as junior officers were not privy to the officers who travelled to Baragoi that day. As the senior most officer he had the task of knowing all the members of his delegation,” he said.
Francis Munyambu who is now based at police headquarters told the committee he never heard or knew of Waiganjo when he was serving in the Rift Valley.
Before his suspension, M’mbijiwe had accused Munyambu of having introduced him to Waiganjo during their hand-over six months ago.
“During my tenure as the Rift Valley PPO between 2009 and 2012, I never at one time met with Joshua Waiganjo. As such, there was no way that I could have introduced him to M’mbijiwe,” he stated.
Another senior officer in charge of the Anti Stock Theft Unit stores Peter Ndung’u told the commission he does not know where Waiganjo got the police uniforms he had been using.
“KPR (Kenya Police Reserve) was disbanded in urban areas. We only have them in operational areas so I do not know why he was operating in jungle attire and if we were the ones who had issued him with uniform, then there would be records to show,” he stated.
Immediate former Police Commissioner Mathew Iteere is scheduled to testify before the committee on Friday afternoon at 2pm.
The team chaired by Mary Owuor has received a number of written complaints from the public and some of the complainants are expected to testify before the committee.
The Waiganjo saga has embarrassed the police force and led to the suspension of Rift Valley police boss John M’mbijiwe, Commandant of Anti-Stock Theft Unit Michael Ngugi and Njoro police Chief Peter Nthiga.
The other five members of the committee are vice chairman Kioko Kilukumi, CID deputy director Gideon Kimilu, Edna Ameya of the Kenya National Commission on Human Rights and George Mukabi from the Public Service Commission.
The committee’s mandate includes getting to the bottom of who recruited Waiganjo, who gave him orders, who promoted him and how he was able to impersonate a police officer for so long.
The committee will be required to find out how he was included in the security mission to Baragoi and to what extent he was privy to confidential information.
