NAIROBI, Kenya, Jan 30 – Anthony Munga has now been appointed the Director of Communications in the National Police Service to replace Eric Kiraithe who becomes the General Manager in charge of security at the Kenya Airports Authority.
While announcing the new appointments on Wednesday afternoon, National Police Service Commission (NPSC) Chairman Johnston Kavuludi revealed that Mary Wangui, who has been heading the Kenya Railways Police department, will be Munga’s deputy.
Both will be in office in an acting capacity.
Kavuludi added that Charles Owino, currently the deputy police spokesman, will serve as the acting Director of Internal affairs in the police service.
Sicily Gatiti comes in as the acting Director of Human Resources.
“To ensure effective communication between the public and the police service, the commission has appointed Anthony Munga as the acting Director of Communications to replace Eric Kiraithe,” he said.
Kavuludi also revealed that the NPSC had abolished five ranks in the police service and given them the new title of Assistant Inspector General of police.
Senior Deputy Commissioner of Police I, Senior Deputy Commissioner of Police II, Deputy Commissioner of Police I, Senior Assistant Commissioner of Police and Assistant Commissioner of Police all become Assistant Inspector General’s of police.
“The report of the National Task Force on police reforms recommended that the police ranks be restricted as the present ranks were too many thus hindering efficiency and effective command,” he noted.
Six other titles in the Administration Police Service have also been scrapped and become Assistant Inspector General’s of Administration Police.
Kavuludi revealed that the Commandant of Administration Police Service and the Senior Sergeant Major had also been abolished bringing to total the number of eliminated positions to 13.
“Senior Deputy Commandant I, Senior Deputy Commandant II, Senior Deputy Commandant, Deputy Commandant, Senior Assistant Commandant and Assistant Commandant all become Assistant Inspector General’s of Administration Police,” said Kavuludi.
The Kenya Police Service and the Administration Police Service each had 16 ranks. After the Philips Ransely report made its recommendations, Parliament reduced the ranks to 11.
But the NPSC has settled on 12 ranks starting with Inspector General of Police, Two Deputy Inspector Generals, Assistant Inspector General, Senior Superintendent, Superintendent, Assistant Superintendent, Chief Inspector, Inspector, Senior Sergeant, Sergeant, Corporal and Constable.
Kavuludi further announced that there would be County Commanders who would be deputised by two officers- one in charge of the County Kenya Police Service and the other in charge of the County Administration Police Service.
An officer will also be appointed to each county to be in charge of the county criminal investigations function.
“This county command would be reporting to their respective counterparts. These positions will soon be filled in an acting capacity,” explained Kavuludi.
“The commission is in the process of establishing standards and the vetting tools after which the Commission will advertise all County positions internally,” he said.
