Governor, Senate aspirants face IEBC for clearance

NAIROBI, Kenya, Jan 31 – Aspirants for the positions of governor, senate and county women representative seats are expected to submit their nomination papers to the Independent Electoral Boundaries Commission.

According to a notice released by the polls agency the nominees have Thursday and Friday to get the nod to contest their respective race.

The nominees will be required to present their documents to their respective county election returning officer.

The Commission has appointed 290 returning officers and 47 officials, to receive the credentials from candidates at the IEBC County offices across the country.

In Nairobi, ODM governor nominee Evans Kidero will be submitting his papers at the Nyayo Stadium and then proceed to Masinde Muliro grounds, Mathare constituency to officially launch his campaign.

They are expected to be followed by The National Alliance’s (TNA) Ferdinand Waititu and Federal Party of Kenya’s Phillip Kisia.

The Alliance Party of Kenya candidate Jimnah Mbaru is also expected to present his papers despite objections by TNA who wrote to the IEBC requesting that he be disqualified because he was still a paid up member of the party.

A gubernatorial aspirant is expected to submit a duly filled and signed Self Declaration Form and if he/she was a public officer, a letter of discharge from employer confirming resignation by September 4 2012. This provision is not applicable to Members of Parliament.

Women, Youth and persons with disabilities candidates will be required to submit a Banker’s cheque payable to IEBC of a non refundable fee of Sh25,000 while their male candidates will provide Banker’s cheque payable to IEBC of a non-refundable fee of Sh50,000.

They also must submit their draft campaign schedule prepared with regard to Electoral Code of Conduct.

Independent candidates such as former Prime Minister’s advisor Miguna Miguna will be expected to submit a Certificate of Clearance from the Registrar of Political Parties indicating that the candidate has not been a member of any political party three months prior to the election date.

The senatorial aspirants will be required to have duly filled and signed Self Declaration Form, a banker’s cheque payable to IEBC of Sh10,000 for a candidate who is a woman, youth or person with disability while male candidates must have a banker’s cheque payable to IEBC of a non refundable fee of Sh20,000 for other candidates.

The aspirants will have to provide their draft campaign schedule prepared with regard to Electoral Code of Conduct.

And just like for the governor, independent candidates will have to provide Certificate of Clearance from the Registrar of Political Parties indicating that the candidate has not been a member of any political party at least three months before the polls.

Nominees to the National Assembly and County Ward representatives are expected to go for the nomination exercise on Friday at their respective constituency returning officers.
