NAIROBI, Kenya, Dec 22 – President Mwai Kibaki on Saturday confirmed Francis Kimemia as the Head of Civil Service and Secretary to the Cabinet, in a reshuffle affecting Permanent Secretaries.
Kimemia has been holding the position in an acting capacity since Francis Muthaura stepped down after International Criminal Court (ICC) judges ruled that he had a case to answer arising from the violence triggered by a disputed 2007 General Election.
The President also confirmed Permanent Secretaries Mutea Iringo, Gichira Kibaara, Chiboli Shakaba and Gideon Mulyungi, in the Ministry of State for Provincial Administration and Internal Security; Ministry of Justice, National Cohesion and Constitutional Affairs; Ministry of East African Community and Ministry of Public Works respectively.
Iringo took over from Kimemia in January and came to the limelight after he objected to the Attorney General’s advice to appeal a High Court ruling.
Civil Society organizations and some MPs have also claimed that Iringo had disobeyed a court ruling by refusing to revoke the appointment of the county commissioners.
Justice PS Gichara took over from Amina Mohammed who was appointed as UN Assistant Secretary General. Gichara joined the Ministry in 2003, where he served as the Secretary of Constitutional Affairs, and Director of Legal Affairs.
Leah Gwiyo who was the Permanent Secretary in the Ministry of Tourism moves to the Ministry of National Heritage, while PS Ministry of Transport Cyrus Njiru has trade places Industrialization PS Karanja Kibicho.
Dr. Jacob Ole Miaron who was the PS Ministry of National Heritage moves to be the PS Ministry of Livestock.
The Head of State also appointed Prof. Jackline Odour who was Secretary, Ministry of Gender, Children and Social Services as the PS in the same Ministry while former State House Comptroller Hyslop Ipu who was Secretary Ministry of Public Works has been promoted and appointed PS Ministry of Forestry and Wildlife.
Former diplomat Ruth Solitei has been moved from the office of Prime Minister to be the PS Ministry of Tourism.
