NAIROBI, Kenya, Oct 3 -The Independent Electoral and Boundaries Commission (IEBC) on Wednesday released timelines to be observed in the run up to the 2013 general elections.

A statement from the commission said that political parties ought to submit their respective rules to the Registrar of Political Parties (RPP) at least four and a half months before the election by October 17, 2012.

Submission of party membership lists is expected to have taken place by January 4, 2013.

In addition, political parties are required to have completed their party nominations by January 18, 2013 and disputes resulting from the nominations resolved by January 25, 2013.

Registered political parties are required to submit their party membership lists to the Registrar of Political Parties by January 4, 2013 – at least two months before the general elections.

Independent candidates must cease to belong to any party by December 4. They will be required to submit their symbols for approval within the same month.

Campaigns are expected to end on March 2 next year, two days before the elections.

Potential candidates were already barred from fundraising activities from July 4, 2012 in accordance with Section 26(1) of the Elections Act.

The IEBC will in November publish a notice in the Gazette and in electronic and print media of national circulation the notice of elections.

Public officers wishing to participate in the elections already resigned by September 4, 2012 as required by Section 43(5) of the Elections Act.

Section 43(5) requires that any public officer who intends to contest an election to resign from public office at least six months before the date of the election.

The Elections Act 2011 which commenced on November 1, 2011 provides for the following key timelines:

Presidential run offs – April 11, 2013, which is 30 days after announcement of election results
Stop of fundraising by candidates – July 4, 2012, eight months to the election
Resignation of public servants – September 4, 2012, or six months to elections
Submission of party nomination rules – October 17, 2012,three months to nominations
Persons in party lists to be members of parties – October 17, 2012, three months to nominations
Deadline for independent candidates not to belong to any political parties – December 4, 2012 or three months before elections
Independent Candidates submit symbols for approval – December 2012, twenty one days before IEBC nomination day
Submission of party membership list – January 4, 2013, two months before elections
Political parties nominations (primaries) – January 18, 2013 or 45 days to elections
Notice of election period – November 2012
Dispute resolution completion – January 25, 2013
Campaigns – March 2, 2013 or 21 days before election
General Elections – March 4, 2013
