State calls crisis talks with teachers to end strike

“I would like to appeal to the teaching fraternity to conduct themselves with civility and avoid intimidating and degrading their colleagues. I appeal to them to maintain the dignity of their profession even as they strike,” he said.

Two school heads were admitted to the Siaya District Hospital with injuries after their colleagues attacked them in a hotel where they were found taking lunch.

Other school heads were waylaid on their way from Siaya Township Secondary School where they were sitting for an exam and stripped of their clothes and later frog-marched with kicks and blows to the KNUT branch office.

The minister told the teachers that the deal they signed in 1997 had been overtaken by the passage of the new Constitution and the recent enactment of the Teachers Service Commission Act.

He said that if the teachers had wanted their grievances solved in the budget, they should have made the demands known during the budget making process.

“I sympathise with the lies and misrepresentations that teachers have been subjected to in all election years since 1997. Each government comes and makes promises, manipulates teachers; they come into office and find the money is not there,” he said.

“Once an Act of Parliament comes into force it overtakes whatever else you have done passed,” he insisted.

The new TSC Act provides for the formation of a committee by the Minister of Education to address remuneration matters for all teachers employed.

Section 13(5) of the Act provides that: “The Commission shall constitute a consultative committee on the terms of service of registered teachers employed by the commission.”

Kilonzo however assured teachers that he will ensure that their salaries are harmonised with those of the other civil servants.

“The budgetary system of Kenya is no longer that of 2011, 2010 or that of 1960. You can no longer assign money for the budget without going through the process. I am bound by the Constitution but I will do all in my power to ensure that teacher salaries are harmonised with the rest of civil service,” he pledged.
