Committee chairman Fred Kapondi said they intend to expedite the vetting process to ensure reforms in the security sector are back on track/FILE

NAIROBI, Kenya Sep 19 – Parliament on Wednesday formally kicked off the process of vetting nominees to the National Police Service Commission to jumpstart the stalled reforms in the security agencies.

The six nominees appeared before the Departmental Committee on Administration and National Security where they were asked general questions to gauge their knowledge on policing matters.

Committee chairman Fred Kapondi said they intend to expedite the vetting process to ensure reforms in the security sector are back on track.

Those vetted include proposed chairman of the team Johnstone Kavuludi and members Ronald Musengi, Esther Chui-Colombini, Murshid Mohamed, Major Muiu and Mary Owuor.

The committee has until Tuesday next week to submit a report to Parliament after which a formal appointment will be made by President Mwai Kibaki.

Once appointed, the police commission will be responsible for appointing two deputies to the Inspector General as well as a Director of the Criminal Investigations Department.

The Inspector General of Police is to be appointed by a special panel which is yet to be constituted.

Kapondi has indicated that his committee does not intend to take too long in vetting the nominees because they had earlier on appeared before them.

“We will not delay the process; we will abide by the deadline given to us,” Kapondi said.

Names of the six nominees were sent to Parliament three weeks ago, following months of disagreements between the office of the President and that of the Prime Minister.

The commission will also be responsible for vetting other senior police officers from the rank of Assistant Commissioners of police to establish if they are suitable to continue holding office.

In the long term, the police commission will determine salaries, promotions and recruitment of officers in the police service.
