NAIROBI, Kenya, Apr 5 – The Director of Public Prosecutions Keriako Tobiko has ordered fresh investigations into the 1985 murder of former Kitui North MP Phillip Mutisya Manandu.
He has directed Police Commissioner Mathew Iteere to set up a team to review and re-evaluate all existing files and records, including the findings of an inquest ordered by former Attorney General Matthew Muli.
He is also expected to interrogate anyone with relevant evidence on the murder of the former Kitui North MP. The constituency is now known as Mwingi North.
In a letter to Iteere dated April 4, the DPP said: “Pursuant to powers conferred to me by the Constitution, I hereby ask you to appoint a team of experienced police investigators to undertake thorough review of records relating to the death of Manandu and interview persons who might have relevant or evidentiary material.”
The team, under the guidance of Moses O’Mirera, a Principal State Counsel, should submit its findings to Tobiko within 30 days.
Vice President Kalonzo Musyoka who took over the seat after Manandu’s death, sent a letter on Tuesday requesting that the truth behind the killing be unravelled after Prime Minister Raila Odinga made a similar appeal during the 27th anniversary of the slain MP in Tseikuru last month.
“The family made a very strong plea during a memorial ceremony that they wanted to know the truth about the death of Manandu. I should therefore be glad if the matter is given attention immediately,” read a letter from the VP to Attorney General Githu Muigai.
According to the letter by the VP, he also wants that the results of an inquest ordered by Muli to be made public besides the fresh inquiry.
Manandu was shot dead by an administration policeman but Musyoka says the story that the killer policeman took his own life after committing the murder was not convincing enough.
Manandu was 49 years at the time of his death having served as MP for Kitui North constituency (now Mwingi North) between 1979 and 1985.
