NAIROBI, Kenya Mar 8 – Prime Minister Raila Odinga has now disowned a list of nominees to the National Police Service Commission that was forwarded to Parliament on Thursday by the Office of the President.

Through his Chief of Staff Caroli Omondi, Odinga said the nominations were made without proper consultations.

“This is to inform the general public that the nominations announced today (Thursday) by the Office of the President for the Chair and Members of the National Police Service Commission have been made without consultations with the Prime Minister,” Omondi said in a statement sent to newsrooms late on Thursday, soon after Speaker Kenneth Marende read out names of the nominees in Parliament.

“Such consultation is mandatory under the Constitution, the National Accord and the National Police Service Commission Act. There have been no such consultations between the two principals,” the Prime Minister’s office said, and warned that “the nominations are unconstitutional and therefore null and void as such.”

In the letter read out in Parliament, Marende had announced that the President and the Prime Minister had nominated Amina Masoud to chair the police service commission.

Other members nominated to the commission include Esther chui-Colombini, Ronald Musengi, James Atema, Major Muiu Shadrack Mutia and Mary Auma as well the Inspector General of Police and two deputies who are yet to be appointed.

Marende’s statement in Parliament was categorical that the nominations were made after consultations between the President and the Prime Minister.

“In a letter from the Permanent Secretary, Secretary of the Cabinet and acting head of the Public Service, the National Assembly has been advised that His Excellency the President in consultation with the Right Honourable Prime Minister has nominated the following persons for the positions stated hereunder…”

Marende said the names and CVs of the nominees together with the report of the selection panel including the score sheet had been forwarded to Parliament’s committee on administration and national security for approval by the House.

The Speaker said the committee report should be presented by March 29.

The Prime Minister’s statement is likely to stall the process of reforming the national police service as outlined by the new Constitution.

The Police Service Commission once established will be responsible for recruiting the Inspector General of Police, two deputies and a new CID director.

The commission will also be responsible for recruiting police officers as well as recommend promotions for police officers.
